United Nations Security Council Backs the US Gaza Strip Initiative

A global body has approved measures presented by Donald Trump for establishing a long-term stability in Gaza, including the introduction of an global peacekeeping force and a potential path to a sovereign Palestinian state.

Broad Backing with Notable Abstentions

This measure was passed by a count of thirteen in favor, with both China and Russia choosing not to vote. The US envoy the US ambassador addressed the international body that it charted “a fresh direction in the area for both sides and all the inhabitants of the area alike”.

Compromise Wording on Sovereignty

The inclusion of allusions to an sovereign Palestinian state was the concession the America agreed to for support from the Arab states, who are expected to contribute security forces for the multinational unit.

“Provisional steps that we embark on today must be implemented in accordance with legal norms and respecting Palestinian rights,” the UK chargé d’affaires declared.

Netanyahu's Opposition Remains

Nonetheless, on the brink of the council decision, Israeli prime minister Netanyahu reaffirmed his government’s adamant opposition to the establishment of a Palestinian state, casting doubt on whether Israel will accept the execution of the internationally endorsed measures.

Key Provisions of the Resolution

  • Immediate lifting of remaining curbs on relief supplies into the territory
  • Establishment of an global security force
  • Progress on rebuilding and a possible “pathway to Palestinian independence and statehood”

Ambiguous Phrasing and Requirements

The reference to independence was a compromise addition to an initial US draft which omitted it. However the phrasing is vague and contingent, declaring only that once the PA has undergone changes and the reconstruction of Gaza is advancing, “the situation may ultimately be in place for a feasible course to Palestinian sovereignty and statehood.”

Worldwide Feedback

The phrasing did not meet of the firm commitment to the building of a sovereign Palestine next to Israel requested by Arab and Islamic states, as well as EU representatives, but in addresses to the council after the vote, envoys from those nations said they were prepared to accept the settlement in the interests of continuing the present ceasefire and prompt actions to assist and secure the millions of Palestinian people in Gaza.

“Our delegation has ultimately decided to vote in favour of this resolution, a measure that we back its main goal, namely the continuation of the truce and the formation of conditions enabling the Palestinian people to assert their basic entitlements to self-determination and sovereignty,” Amar Bendjama announced.

Implementation Challenges

The resolution gives overall oversight authority to a “stabilisation committee” headed by Trump, but of unspecified participants. The group has to update the UN but it is not obligated by the desires of the United Nations or by the Palestinian leadership.

It also calls for the formation of a Palestinian technocratic committee that is expected to manage daily administration of the Gaza and the delivery of services, but it is quite ambiguous who would be involved.

Peacekeeping Unit Mission

The authority of the international stabilisation force gives it authority to remove and dissolve militant organizations in the strip, but it is quite ambiguous that would-be troop contributors would consent to engage such groups. None of the states has to date pledged to sending peacekeepers.

Moreover the standards for changes to the PA, the requirement towards progress on independence, have been hazy.

European officials said they considered it urgent that the names of the Palestinian technocratic committee to provide utilities was agreed as quickly as possible.
