Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be an irritant spray, according to police.

A man, 24, was arrested in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. Both individuals remain in custody, the force said.

The arrests come after an investigation into an attack at the multi-storey car park at Terminal 3 on Sunday. Before the attack, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A toddler aged three was among the injured in the event. Five people went to hospital for treatment and were later discharged.

Police arrested a 31-year-old man for suspected robbery and assault near the location. He was subsequently released pending further inquiries as the investigation proceeds.

Police were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of people injured by an irritating chemical believed to be an irritant spray.

The attack - an event that authorities stated was isolated and not considered an act of terror - caused train delays and the partial closure of the main airport tunnel and the T3 car park briefly.
